I would challenge you to identify another organization (or company), besides Halliburton, with enough resources to do what needs doing. I'm not saying that I disagree with you (I actually agree with you on this), but I must say that this is another example of finger-pointing without having a possible solution to back it up (a la John Kerry).
I honestly can't think of a company or organization out there that has the stroke to accomplish the tasks at hand, can you?
